Bajban a kormány: Most jön a nagy pofon az Európai Bizottságtól
Az Európai Bizottság nevében még augusztus 1-jén küldött határidőt Ylva Johansson belügyekért felelős uniós biztos, amiben arra várt választ Pintér Sándor magyar belügyminisztertől, Magyarország miért könnyíti a vízumhoz jutást az orosz és belorusz állampolgárok számára.
Johansson augusztus 19-ig várta a választ, ugyanakkor az sajtóhírek szerint hétfőn még nem érkezett meg.
Augusztus 19-ig, hétfőig adott határidőt Ylva Johansson belügyekért felelős európai uniós biztos Magyarországnak arra, hogy választ adjon, miért döntött úgy a magyar kormány, hogy július 8-án a könnyített letelepedést elősegítő Nemzeti Kártya programra való jelentkezést lehetővé teszi Oroszország és Belarusz állampolgárainak számára is.
A belügyi biztos szerint ugyanis az orosz és belorusz állampolgárok biztonsági kockázatot jelenthetnek az EU-n belüli személyek és termékek közötti szabad mozgást és nyitott határokat lehetővé tevő schengeni egyezményben részt vevő tagállamok számára, ezért augusztus 1-jén levélben kérte Pintér Sándor belügyminisztert, hogy a felmerült aggályokra adjon választ augusztus 19-ig.
A határidő letelt, ugyanakkor a Politico és az Euractiv is úgy értesült – amit az Euractivnak hétfő délután az Európai Bizottság sajtósa meg is erősített –, hogy Magyarország a kért augusztus 19-i határidőre nem küldte meg válaszát a Nemzeti Kártya programot illetően.
Az Európai Bizottság belügyi biztosa annak ellenére küldött levelet Pintérnek, hogy egyébként a hosszú távú vízumok és tartózkodási engedélyek szabályozása tagállami hatáskör, de szerinte ezeknek a döntéseknek egyensúlyban kell lenniük, hogy „ne veszélyeztessék belső határellenőrzések nélküli közös térségünk integritását, és kellően figyelembe vegyék a lehetséges biztonsági következményeket”.
Mint Johansson a levelében emlékeztetett, Oroszországgal szemben az Európai Unió 2022 szeptemberében felfüggesztette a vízummegállapodását, illetve az Európai Bizottság iránymutatást is kiadott a tagállamok számára, miként kezeljék az orosz állampolgárok vízumkérelmeit. Emiatt kiemeli, fontos
annak a biztosítása, hogy azok az orosz állampolgárok, akik kémkedést vagy más biztonsági fenyegetést jelenthetnek, a legmagasabb szintű ellenőrzés alá kerüljenek.
Emiatt szerinte a Nemzeti Kártya program kapcsán fennállhat annak a veszélye, hogy ilyen, a schengeni övezet tagállamainak biztonságát veszélyeztető orosz és belorusz állampolgárok léphetnének be Magyarországra, emiatt a magyar kormánytól mihamarabbi választ várt e felmerült aggályok tisztázására – ennek járt le az általa kért augusztus 19-i határideje.
Az ügy kapcsán Észtország vezetésével nyolc északi és balti állam is megkereste az Európai Bizottságot, amiben arra kérték az Ursula von der Leyen vezette uniós intézményt, hogy mihamarabb tájékoztassák őket a fejleményekről, míg Szijjártó Péter magyar külgazdasági és külügyi miniszter szerint ezen országok „hazugsághadjáratot” folytatnak Magyarországgal szemben, emiatt egyeztetésre hívta még őket korábban.
A magyar külügyminiszter augusztus 18-án közösségi oldalán megismételte korábbi álláspontját, miszerint Magyarországgal szemben hazugsághadjárat folyik, majd arról írt, az országba való belépéshez és itt-tartózkodáshoz továbbra is átfogó ellenőrzésen kell átesniük a jelentkezőknek.
A belügyi biztos levele, valamint a lejárt határidő miatt megkerestük a Belügyminisztériumot, amelytől megkérdeztük:
- Igaz-e a hír, miszerint a magyar kormány augusztus 19-ig nem küldte meg a válaszát Ylva Johansson biztosnak az augusztus 1-jén megküldött levelére? Amennyiben igen, mi ennek az oka? Amennyiben nem, mit tartalmaz a magyar kormány válasza?
- Mi a magyar kormány álláspontja Ylva Johansson augusztus 1-jén keltezett levelében lefektetett aggályairól a Nemzeti Kártya programot illetően, aki szerint a többi schengeni országra nézve biztonsági kockázatot jelenthet, hogy a programra immáron Oroszországból és Belaruszból is lehet jelentkezni?
- Az Európai Unió még 2022 szeptemberében függesztette fel Oroszországgal kötött vízummegállapodását, valamint az Európai Bizottság iránymutatásokat fogalmazott meg a tagállamok részére, hogyan kezeljék az orosz állampolgárok vízumkérelmeit. A Nemzeti Kártya program bővítése megfelel ezen iránymutatásnak?
- Mi a magyar kormány reakciója arra, hogy Észtország vezetésével nyolc északi és balti ország augusztus 16-án az Európai Bizottsághoz fordult az ügy kapcsán?
- A magyar kormány miért döntött úgy, hogy július 8-tól a Nemzeti Kártya programban részt vevő országokat kibővítette Oroszországgal és Belarusszal?
- Amennyiben ezzel kapcsolatosan van adatuk, eddig hány orosz és belorusz állampolgár jelentkezett a programra? Közülük hányan kapták meg a Nemzeti Kártyát?

Más ügyben is hétfőn járt le a határidő
Ugyanakkor nem ez az egyedüli ügy, amiben az Európai Bizottság még korábban levelet küldött Magyarország számára, amiben válaszokat várt. Mint arra a Szabad Európa emlékeztet,
szintén hétfőn járt le a határideje a jogállami feltételrendszer kapcsán küldött legutóbbi levél megválaszolásának.
Johannes Hahn költségvetési biztos még július 20-án intézett levelet a kormányhoz, amiben kevesellte a kormány addigi korrekciós intézkedéseit, valamint tájékoztatta arról is a kormányt, hogy amennyiben nem kerül sor korrekciókra, akkor szeptember közepén szankciókat fog majd javasolni a tagállamok szakminisztereiből álló Európai Unió Tanácsa (röviden: Tanács) számára Magyarországot illetően.
A lap úgy tudja, hogy az elmúlt egy hónapban Budapest és Brüsszel többször is egyeztetett egymással – mind szakértői, mind politikai szinten –, ugyanakkor értesüléseik szerint a bizottság továbbra sem elégedett a magyar kormány javaslataival. Azonban a kormánynak még van pár hete, hogy további gesztusokat tegyen, hogy elkerülje a további szankciókat.
