Ismét nem hízelgő Magyarországra nézve az Európai Bizottság éves jogállamisági jelentése
A jelentést minden tagállamról elkészíti a Bizottság, így a dokumentumok összessége elvileg átfogó képet fest a jogállamiság és a demokratikus intézményendszerek állapotáról az Európai Unió tagállamaiban. Magyarországról továbbra is negatív képet fest a dokumentum, noha elismeri, hogy egyes területeken történtek előrelépések.
Az Országos Bírói Tanács jogköreinek megerősítése megfelelően ellensúlyozza majd az Országos Bírói Hivatal elnökének hatalmát.
A Kúriára vonatkozó új szabályok növelik az átláthatóságot és csökkentik a politikai beavatkozás lehetőségét, illetve a Kúria nem bírálhatja felül a bíróknak azt a kezdeményezését, hogy az Európai Bíróságokhoz folduljanak jogi értelmezésért - mindezt pozitív előrelépésként említi a jelentés.
Ugyanakkor a bírósági rendszer alsóbb szintjein továbbra is átláthatatlan az ügyelosztás, ami aggasztja a Bizottságot.
Az Integritás Hatóság felállítását és a bevezetett korrupcióellenes lépéseket ismét pozitív színben mutatja a jelentés, ugyanakkor kritikával illeti a vagyonbevallások továbbra is hézagosnak ítélt rendszerét, illetve az ellenőrzés és a jogkövetkezmények szinte teljes hiányát.
A legsúlyosabb megállapításokat a médiapiaci koncentráció, a kormánypárti médiának juttatott állami források, az oknyomozó újságírók lehallgatása és az újságírók elleni gyűlöletkampány miatt teszi a jelentés.
A jogbiztonság terén súlyos elmaradásként értékeli, hogy Magyarországon az EU-ban egyedüliként még mindig rendkívüli rendeleti kormányzás folyik, továbbra is társadalmi egyeztetés nélkül zajlik a jogszabályalkotás, a civil szféra továbbra is kormányzati nyomás alatt van, az európai bírósgi ítéleteket pedig nem vagy nem kellő hatékonysággal hajtják végre.
De Magyarország továbbra sem kapja meg az EU-s pénzeket – mondta Vera Jourová, az Európai Bizottság értékekért és átláthatóságért felelős biztosa.
