Vera Jourová: Magyarország továbbra sem kap EU-s pénzt!
Az Európai Bizottság alelnökének tavaly közzétett jogállamisági jelentésében foglalt ajánlások több mint kétharmadát (68 százalékát) az európai uniós tagállamok teljes mértékben vagy részben teljesítették, egyes tagországok esetében azonban továbbra is aggályok állnak fenn, vagy a helyzet tovább romlott a jogállamiság érvényesülése szempontjából – jelentette ki Vera Jourová, az EU brüsszeli végrehajtó testületének átláthatóságért és értékekért felelős tagja szerdán Brüsszelben.
A cseh biztos az Európai Bizottság idei, úgynevezett országspecifikus ajánlásokat is tartalmazó – immár ötödik – jogállamisági jelentésének bemutatásakor közölte: egyes tagországok esetében aggodalomra ad okot a bírói függetlenség helyzete, néhány esetben pedig a helyzet romlása figyelhető meg.
Több tagállamban is aggodalomra ad okot a bírák és ügyészek javadalmazása, és kihívást jelent a képzett igazságügyi tisztviselőgárda alkalmazása. A jelentés azt ajánlja a tagállamoknak, hogy szavatolják a bírói kinevezési eljárások során szükséges biztosítékokat, az ügyészség autonómiáját, és biztosítsanak megfelelő forrásokat az igazságszolgáltatás számára egyebek között a fizetések tekintetében.
A jelentés szerint a korrupció továbbra is aggodalomra ad okot az Európai Unió egészében, ezért intézkedésekre van szükség például a lobbitevékenységre, az összeférhetetlenségre és a vagyonnyilatkozatra vonatkozó megelőzési keretek megerősítésének, valamint a korrupciós ügyek hatékony kivizsgálásának és büntetőeljárás alá vonásának biztosítása érdekében.
Az uniós biztos kiemelte: számos tagországban aggodalomra ad okot a média tulajdonviszonyainak átláthatósága, a közszolgálati médiaszolgáltatók független irányítása vagy pénzügyi stabilitása, a nyilvános dokumentumokhoz való hozzáférés jogának biztosítása, valamint az állami hirdetések elosztásának átláthatósága.
A jelentésében az uniós bizottság megállapította továbbá, hogy a civil társadalom és az emberijog-védők egyre gyakrabban szembesülnek kihívásokkal, jogi korlátozásokkal és támadásokkal, egyes tagállamokban rendszerszintűen korlátozzák tevékenységüket – közölte Vera Jourová.
